A campaign is running. Two-thirds of the way through the list it stops, and the rest of the recipients come back as errors. Somebody searches the error, finds a forum post from 2023, and the team spends the afternoon buying another number that will not help.

The daily messaging limit is one of the most misunderstood parts of the WhatsApp Business Platform, mostly because the rules changed in late 2025 and the internet has not caught up.

Which limit you actually hit

The daily messaging limit is a per-24-hour cap on the number of unique customers you can start conversations with. Tiers are:

Why adding a second number does not work any more

Since October 2025, messaging limits apply at the Business Portfolio level, not per phone number.

For years the standard workaround in high-volume markets was to add numbers: three numbers on a 1K tier gave you 3,000 conversations a day. That arithmetic is dead. Numbers inside one portfolio now share one allowance, so the second number buys you a second sender identity and nothing else.

How tier upgrades actually happen

You do not apply for a tier. Meta re-evaluates accounts for upgrades every 6 hours, and moves you up when your recent volume and your quality justify it. Two conditions have to hold at the same time:

What to do when you are capped today

  1. Confirm it is the daily cap. A tier hit stops business-initiated conversations while replies to inbound messages keep working. If everything is failing, it is not this.
  2. Queue the remainder rather than retrying. Retrying into a full cap produces errors, not messages. The window rolls, so the correct move is to schedule the balance into the next one.
  3. Re-order the list by value, not by upload order. If only 1,000 of 4,000 people can be reached today, they should be the 1,000 most likely to buy — not whoever happened to be at the top of the CSV.
  4. Move service traffic off the cap. Order updates and replies to inbound conversations should not be competing with marketing for slots. In most accounts a meaningful share of “campaign” volume is actually service messaging that never needed to be business-initiated.
  5. Grow into the next tier deliberately. Increase volume against your most engaged segments first, so the extra sends improve your rating instead of endangering it.
